Justino Newton Lopez Rupard

Justino Rupard — more fully known as Justino Newton Lopez Rupard — is an American constitutional designer and the creator of Rupardian Constitutional Design.

Born September 23rd, 1996 in San Diego, California, Rupard developed a systems-level approach to constitutional reform that treats the architecture of American governance as an engineering problem — one that can be analyzed, diagnosed, and redesigned without dismantling the foundational principles the framers established.

His work applies structural and mechanical thinking to the three branches of the federal government, identifying where constitutional mechanisms produce predictable failures and proposing targeted reforms that work within — and strengthen — the existing constitutional framework.

Rupardian Constitutional Design is a non-partisan, systems-level framework for modernizing the structural logic of American governance. It is not affiliated with any political party, campaign, or elected official.

The framework addresses all three branches of the federal government — Executive, Legislative, and Judicial — as interconnected components of a single constitutional architecture, each capable of targeted redesign without dismantling the whole.

The goal is not to replace the Constitution, but to fulfill its promise: a government capable of representing a nation of 330 million people, enabling genuine political competition, and sustaining democratic continuity under conditions of institutional stress.
